The BAILA (Benefits Access for Immigrants Los Angeles) Network is a collaboration between benefits enrollers/health navigators , community health workers and promotors and legal services providers. Our goal is to connect immigrant families with the public benefits they need to stay healthy and strong, address public charge fears, and close the enrollment gaps in immigrant communities. Together, the BAILA partners form a ‘no-wrong-door’ network where clients can get help:
- understanding which public benefits they may be eligible for,
- accessing legal services if they have questions related to public charge or sponsor deeming or need other forms of legal assistance related to benefits
- enrolling in free/subsidized health insurance and CalFresh if they are eligible,
- connecting to other resources, like WIC, cash assistance, tax credits, and others

The target population:
- Immigrants who have avoided enrolling in public benefit programs because of public charge fears and/or lack of knowledge about which programs they are eligible for or how to apply
- People who are newly eligible for public benefits due to COVID-related loss of income
The Venice Family Clinic enrollment department (HIE)– will receive referrals for any person who lives in SPA 5 or 8 for enrollment assistance with CalFresh and Health Insurance. We also continue to received referrals for these services via telephone (310-664-7509) or email ( [email protected]).
